The main difference in my opinion between Vienna and EW is the recorded material. You really can't get the value out of these libraries unless you move to a sequencer at some point. But if you want to stay in Sibelius completely, then the larger libraries don't make as much sense anyway. If you plan to move projects to a sequencer though you'll need do deal with that complexity anyway so it's not that big a deal. I'm talking about manual sound setups instead of automatic ones. Realize that if you go with one of the large libraries, things get much more complicated to set up. But that's not going to improve your experience much over what you already have. So if you want something less than that, then you might look at Garritan Personal Orchestra. You're looking at more than $1K for some of the larger libraries (e.g., Vienna special edition or EWQLO).
